Handle Locked files and Folders : find and view all the locked process

Have you ever faced a problem with any files or folder stored on your system, when try to move or delete them to any other location and it produces an error like mentioned below:
•    Cannot delete [filename]: There has been a sharing violation. The source or destination file may be in use.
•    Cannot delete [filename]: It is being used by another person or program. Close any programs that might be using the file and try again

Then in such a situation what you do?
Leave it as it is or just try to look after an alternative solution to do the needful task.
